Transactions Missing/Not Accessible In Transaction Console

Summary:

Local and Global Transfer transactions that were initiated by other users (e.g. HR) are not viewable on the Transaction Console to a user who has the role that includes ‘All HCM Transactions’ to access/action in the transaction console. They are able to view Local and Global Transfers that the user has initiated themselves but not if someone else initiated, therefore, can not review failed Local and Global Transfers.

Any input on why this would occur if their role is already aligned to have access to "All HCM Transactions" and how to solve for it?
