Admin ID loads data even if Entity is Approved and locked in FCCS

We have approved Entity/Periods but we've found out that an admin user can still load data on that period/entity.

We would like to achieve following with an Admin id

  1. Admin user should not load data when Entity is approved
  2. Admin user should not load data when Entity is approved and locked
