FCCS Error message when saving unchanged form (after recent patch)

Summary:

After either the Jan or Feb FCCS patch (we didn't test Jan) we get an error message when saving an unchanged form.

We don't get this issue in 23.11.60.

The error message is Error Detected when attempting to run job: FCCSFormStatusProcessor

Has anyone else encountered this and apart from telling the users not to save an unchanged form is there a workround?
