Insert / Update records in ATP database from CSV File with 1-2 million records

We have scenario as per below :

1) Customer will provide the datafile by using upload button in UI Screen.

2) UI Screen should read the file that customer uploaded and insert/update all the records in database.

Is there a way to invoke the SQL loader on ATP DB from UI Screen using REST API and move the file to ATP DB server ? I have read we can insert multiple record in single insert/update statement using SQL loader but need to know if will help for such a large volume.

3) Is there a way to perform the validation from master table before inserting/updating the records using SQL loader on ATP DB?
