RBS not available when creating budget for an Award

We have a requirement where user wants to create cost and revenue budgets on an Award.

To meet this requirement, two separate RBS structures, with cost and revenue resources respectively, were created. These RBS structures were then assigned to the project template (and copied over to the project). This project is assigned to the Award.

We are facing couple of issues:

1) When trying to create revenue budget (manually), revenue resources are not appearing in the list of available resources. As a result, user is unable to create revenue budget.

2) Resources (Labor, Equipment, Material Items and Financial Resources) from the default RBS are also appearing in the list of available resources, which is causing confusion to the user. Is there a way to exclude/remove them?
