Manage Package User License in CPQ

How are licenses assigned by Oracle to users using Managed Package for SFDC.

Is it per user per instance? user1 can use license1 in env1 whereas user2 can use same license1 in env2?

Or is it per user across instances, like if user1 is connected to SFDC in env1, a license get consumed in env2 as well, or it is just limited to env1?
