How to create pricelist restricted for transa

We have a requirement to create Pricelist for specific subscription transaction types. In EBS R12 we had qualifiers for the same functionality but in fusion all the qualifying condition revolves around customer. Which is the similar functionality in Fusion like qualifiers in EBS

We use CPQ as primary pricing source so in Oracle subscription management all the pricing is set to zero. But for some business type we need to define prices in Subscription management. The item numbers cannot differ. So we need to use qualifiers saying for this transaction type item x will have price y while for all other transaction type item x will have price 0.
