How to re-create tenancy in always-free subscription

Summary:

Hi, I have an always-free account on cloud.oracle.com. I wanted to have this account terminated and request a new one in Chicago region, but I was able to terminate only the tenancy and not the account.

So Now I have an account without a tenancy and I have no way to either create a new tenancy or terminate the account and start from scratch.

Can I please ask

  1. how can I create a new tenancy in existing account?
  2. how can I terminate the account?
