Supply Planning for PTO Models

We are using Supply Planning with Source as External (EBS 12.2.9). In our case, we want to plan for Components of PTO Models by loading forecasts for PTO Models as External Forecast (using FBDI). Problem we face is as follows:

1. PTO Models are marked as 'Not Planned' as their planning method.
2. We are able to upload forecast for these PTO Models to Cloud successfully through FBDI.
3. But, the supply plan does not consider this forecast and hence does not explode down to component items.

Would appreciate responses about how planning for PTO Models was handled by experts on this forum.
