How do I find definitions for PayRateDefinitionId?

Summary:

When managing someone's Salary Advanced Components we need to provide PayRateDefinitionId. We cannot find an API to lookup these values. Please provide the API reference.

Also, Overview of Lookups (oracle.com) talks about REST resources such as /standardLookupsLOV, /setEnabledLookupsLOV, etc. None of these APIs work, they return 404. Any information on how to access these?
