Do you know why the payment methods are duplicated when loading an update via HSDL?

Good day, the problem I have is with the duplication of data when loading a Payment Methods HSDL,

1.- I load my payment method with the template, it uploads correctly

2.- I update the payment method with an end date, load the data correctly

3.- The update of the payment method with the end date is reviewed, it is updated but I create a future payment method with the date following the one it was updated
