Notification for when attachment deleted from Document Records?

Summary:

Hello,

We are looking to configure a notification to be sent to our Payroll team when HR adds OR deletes an attachment from Document Records. Is this possible?

If not, is there a system of record to view historical documents in a Document Record submission. For example, an attachment is uploaded to Document Records, then deleted and replaced with a new attachment, how will we have record of the previous attachment?
