Is it possible to restrict access to "Add" Visas and permits within Identification Info?

Within "Identification Info" we have enabled the "Add" feature.

In doing so this option is to be available/visible in ESS (Employee) and MSS (Managers) as well as My Client Groups.

However we need to restrict this to a specific Group of Staff and "My Client Groups".

How and where can this be done?
