Navigating through department tree in a Value Set

I am creating an HCM Extract and I need to get the name and the ID of a department in a department tree that have one flexfield value as "yes". The PER_EXT_DEPARTMENT_TREE_UE are returning 0 rows for me but I have a query that list the threes and the department that have the flexfield as "yes". How can I use this query to create a Value Set for getting the department id and name that have this value ? In the query I'm gonna put in here, I need to get the Division_Name and Division_ID. How can I get to
