Tax Lines are not getting ignored for cXML Invoice

Summary:

For my current Customer, Punchout Suppliers are sending cXML Invoices via OBN. Vertex is not currently setup for AP Invoices. A Tax Regime is defined and simple Tax Rules are configured to calculate Tax based on the value in the Tax Control Amount on the Invoice Header. Therefore, we need to Ignore any Tax Lines that the Supplier is sending in the Invoice Detail.

We received a modified OBN-cXML-1-2-007-InvoiceDetailRequest-In.xsl file which should ignore Tax lines, but they are still getting imported when we run Invoice Import.

I am trying to determine if another update is required to the xsl file or if it is something in our configuration.
