Tax is not populating for AR Transactions when Final discharge location is different than  'ship to'

Tax rule being design were expect to have 'The location of Final Discharge' use a place of supply, currently this is not working consistently.

The location of final discharge is only assign successfully as place of supply when the ship from location is in the same country.

The tax setup already in place but not calculating the correctly,
