HDL Element Entries Error - You can't make this change as an update because a change already exist

Summary:

We have element entries with element entry values that was previously loaded via HDL. We wanted to reload everything again with additional effective date slices. When we issue the delete in Element Entry, everything seems to be deleted, as seen in the screenshot below.

Then we try to reload, we are encountering this error - You can't make this change as an update because a change already exists with the same effective start date.

Given that we have deleted the element entry, why are we still encountering this issue.
