Custom Manager type still shows Actions that are only present in regular Manager role

Summary:

We have a regular Line Manager role that has many Manager action privileges (Terminate, Transfer, Add absence, Change Manager, etc.). We have created a second custom Manager type that should have only View access for most of these functions, just taking action on Performance documents. We have created a custom Person Security Profile and a custom Role and removed all functional privileges for actions they should not have.
