No option to create Procedure element attributes in Oracle HCM Extracts after 24A

Summary:

We are trying to create HCM Extract to fetch payroll balances. But we are unable to see attribute type 'Procedure element' while creating the attributes after Oracle enabled only Basic view/simplified view.
