ADFDI Download Issue

Summary:

When attempting to download an ADFDI template, the network requires the user to select a confidentiality level to the file. This causes a disconnect from Oracle. The work around that is used is to download and set the level before connecting to Oracle. The desire is to be able to download the ADFDI without this work around.
