Maintain history with respect to inactive nodes

Summary:

If a dept node gets inactivated and the AOR will not indicate that node anymore for a user, the user will not see that perimeter in the past headcount pictures and this will become an issue.

For example if at the end of 2023 the site T4 had 100 employees, if that node T4 is no more part of AOR because inactive from Jan 2024, the HR user will not see anymore 100 employees looking back at the headcount data as of end 2023.

Removing inactive nodes / group from AOR will have also an impact on Oracle daily data in client reporting system. suppose an employee is terminated with latest department T4xxxx, this employee will not be seen anymore in Client Reporting system if the AOR will not contain the node T4.
