Auto transfer backordered TO lines from staging to Source

Summary:

When an already picked transfer order line qty is back ordered while ship confirm, the qty is staying in Staging only which supposed to be cleared by the user.

there are some cases where partial shipping is happening, in the same case also we can see the stock is in the staging only.
