Withdraw option is not available on the - "Action required - Request to approve Supplier page"

Summary:

Withdraw option is not available on the - "Action required - Request to approve Supplier page". Which privilege should be assigned to the user?

I have created a custom role by copying the "Supplier Administrator" role but Withdraw option is missing from the Action required page. Withdraw option is available only when "Application Implementation Consultant" role is assigned to the user. This "Application Implementation Consultant" role cannot be provided to the user as the user will get access to Setup and Maintenance area.
