Shipment Confirmation using ShipmentTransactionRequest REST API is auto closing the Shipment

When a Shipment is created using ShipmentTransactionREST API (REST API for Oracle Fusion Cloud SCM - Create one request) with ActionCode as 'CreateAndConfirmShipment', the Shipment is automatically getting closed despite the Ship Confirm Rules specifying otherwise (screenshot below). Is there a way to stop the Shipment from getting autoclosed? Please suggest.
