Restrict Transaction Console for HCM

Our Oracle Cloud Landscape is: CX product is already implemented, and we are in the process of implementing HCM. P2P Cloud is in the design stage.

While implementing HCM, We understand that "Human Capital Management Application Administrator " is the admin role for all workflow related configuration and view/Manage Transactions.

Question 1: Will this role or any privilege allow HR users to see other module workflow transactions? Is it right assumption that there is already a filter on HCM transaction.

Question 2: What is oracle recommendation to enable HR Business uses only to see approved/error HCM transactions, including error details for troubleshooting.
