in HCM Data Loader (HDL) 3 comments

While loading a new employee using the Worker.dat, encountering this error - You can't perform the specified action on the PersonPhoneVO child record because the Worker parent record doesn't exist. Verify and try again.

Although the HDL is correct. Any advise / feedback is appreciated.
