Oracle CPQ Migration Center Unusable During Upgrade Period

We are unable to use the Oracle CPQ Migration Center during the 2-week upgrade period where the development environment is upgraded first, followed by our production instance two weeks later.

We have two development instances, dev and test.

Our process is to develop the content in dev first, then practice migration from dev to test. Then migrate to production after that.

When the two week upgrade period starts, we upgrade to dev first, followed by test and production two weeks later.
