The alert for new learning assignment isn't getting triggered as the course renews

Hi all,

I have created a course and the alert should trigger once it is getting assigned again to the learner on the renewal.

The alert is getting triggered when the course gets assigned to the learner, the first time but not once it gets renewed.

Below are the settings:
