How to navigate to a flow/page from a page fragment

I have a page fragment to show data in a table. I want to show one of the columns as a link to navigate to another flow/page. But when I create an action chain on link, I do not get navigate To Page or Navigate to Flow option under navigation. It shows only open URL.

I therefore developed an action chain at app level to navigate to my flow and tried calling it from link action chain in fragment. But it gives below error in console
