WITHDRAW LEARNERS VS DELETE ASSIGNMENT

Summary:

Can you please explain the difference between these two functions as an admin? If it's decided a person who was assigned a course no longer needs it, should we use withdraw learner or delete assignment? Also, if you withdraw a learner or delete the assignment can the user be assigned this same course down the road if deemed necessary or can they never be added back in?
