Can't create load balancer due to limit

I have no load balancer created, verified both in console and using "oci lb load-balancer list" command. However, in "Limits, Quotas and Usage" page, it show lb-flexible-count: 1 and lb-flexible-bandwidth-sum:10. Because of that I can't create a load balancer due to the limit of free tier plan. Anything you can help? Thank you!
