learning assignments not visible for learning Admin

Summary:

Issue: Unable to add learners in course/offering or through learning assignment by using custom learning specialist role.

We are able to search the learners while adding required/voluntary assignment, but post submitting, learners are not getting added up. The processes like update person search records, process learning records are already scheduled on daily basis and also we ran multiple time reconcile learning assignments ,but issue still persists even after running that process manually.
