Why don't I see an option to create an expense report on the mobile app

I've downloaded Oracle Fusion Expenses app on iphone.

I only see options to create items but don't see option to create expense report. Does anyone know what configurations/security roles am I missing?

Also, is there a place with good documentation on how to setup Fusion Expenses Mobile App?
