Automation of letters

Summary:

Is it possible to generate a letter automatically (to download) when HR is initiating the Transfer, location change, promotion, etc. for an employee.

As of now the process is, HR team creates the letter manually and send it over to the employee/manager. But is there any way we can generate these letters automatically once the action have been initiated and make it available for the HR team to download or send it over to the employee or employee's manager.?
