How to setup internal FYI notification once supplier has been approved?

Summary:

Currently in the Manage Supplier Registration Approvals FSM task, there are two stages. Our client is utilizing both stages for approvals, but needs a final FYI once the 2nd stage has approved the supplier. Is there a way to configure this in FSM or do we need to move the approval to BPM? How have others configured this workflow? In BPM, is there a way to specify that if stage 2 is approved, then to send an internal FYI? We dont want internal FYIs for the rejected suppliers. TIA!
