Request Information does not work as expected

Summary: Request Information does not work as expected. My client have two approvers that will approve any new jobs that are being created in the system. The approval rule is configured on a first responder wins. However, when one of the approvers click on Request Information then it does not prevent the second approver from still approving/rejecting the workflow. Is there a way to prevent the second approver from approving/rejecting the workflow at this point?
