Delay deactivating the user on termination if there are any pending transactions started by the user

Summary:

The requirement is to Delay deactivating the user account if the user has initiated any transaction and still in progress state.

Example:

Employee 1 initiated a Change assignment task (on 01/01/2024) and it is still in progress. But he will leave the organization (on 02/01/2024) before the change assignment task gets completed.

So now, is there any way to keep the user account active until the change assignment tasks gets completed?
