Accessorial code should become mandatory once Accessorial cost is added

Summary:

Hi, we have a requirement of adding shipment cost if cost type is base then accessorial code is not required but once cost type becomes accessorial then accessorial code should become mendatory.

Basically the requirement is more like conditional form ( if cost=B then accessorial code not required, if cost=A then accessorial code becomes mandatory) on shipment manager layout (add cost action).
