Delegate position and suspended manager assignment

Per https://www.oracle.com/webfolder/technetwork/tutorials/tutorial/cloud/r13/wn/ghr/releases/19B/19B-global-hr-wn.htm#F7345 the delegate positions becomes the line manager of a person when "when the parent position becomes vacant."

The term vacant in this context is not a defined HCM assignment status. However in our understanding the term "vacant" typically refers to an empty position i.e. w/o incumbent and hence we would have assumed that vacant in this context means that the parent position has no or only inactive assignments .
