How to restrict the access for only see the user administration

We wanted to handover the user management like user creation and deactivation process to GHD team so in that case access should be restrict to see only user administration in admin but when we tried to check user administration in profile level but it is automatically setting all screens like config,commerce,data tables ..etc and they are able to see entire admin section so please suggest if anything done similarly.
