Can't access anything in oracle cloud console

Pretty much anything besides logging in results in an error. Trying to access instances, for example, throws "You don’t have permission to view these resources in this compartment. Try another compartment, or contact your administrator for help." Trying to upgrade to a paid account results in "You do not have access to perform this operation. Please contact your cloud account administrator for additional access." Even trying to create a support request results in "Unknown Error We apologize for the inconvenience, but this support request cannot be processed. Visit Oracle Support instead."

This happened as soon as my free trial ran out, I haven't used any paid resources.
