Update Accrual Plan Enrollments process ran successfully but eligible employees did not enroll

We have scheduled an Update Accrual Plan Enrollments process since 2021-10-25 for a specific absence plan. There was 4 eligible employees that were hired on 2024-01-22, the process ran successfully but just one employee enrolled into the plan. Does anybody know why this could happened?
