Can't route chat by product

I am using non proactive syndicated chat and have set product to 2377. I have a chat rule if product =2377 assign to "test chat queue". I have one available agent with this queue in their profile. Yet every time I initiate a chat, it routes to our default chat queue where a different agent answers. I do not have advanced routing or engagement engine. Do I need to? What am I missing?
