How to identify every person assigned to a course whether assigned by specialization or course

We are struggling with identifying who is required to take a course because sometimes it is directly assigned by course (via UAR and initiative) and sometimes it is assigned by specialization (via UAR and initiative).

How is it that other companies know, no matter how assigned, the entire roster who are required to take specific course? This is needed so that we can perform scheduling, irrespective of how they are assigned.

For example, Crane Signal Spotter training is a once-and-done training. It is assigned in several specializations (e.g., Material Handler progression, Linemen Helper progresion, Substation Electrician, etc.).
