'The page has no content' error message

Summary:

Hi All, We have a reports dashboard that is generated by clicking on a custom tile as per the below screenshot.

For new users (sometimes even for repeat users), when they click on the tile, instead of the dashboard generating in a separate tab, the following screen/page is generated in the separate tab.

When user clicks on the 'Performance Reports' tile again, the correct page is rendered in another tab. Has anyone faced this or can help with what we can fix so users do not get this 'This page has no content' page.
