Recruiting system shouldn't let a Recruiter to over hire based off the # of openings on the req

Position management is not used & Requisitions are created based on Job.

If recruiter has a req with 1 opening, moved to HR (1) candidate but the req isn't moved to Filled, 

System allow me to process another offer/hire.

When Automatically filled req flag is enabled to Yes, then requisition is automatically moved to Open-Filled when candidates that are moved to HR

matches with # of opening of Job requisition. 

Automatically Filled requisition flag is set to N due to business decision.

We would like to know whether there is recommendation /solution that there should be some sort of hard stop and/or error message for the Recruiter not to allow over hiring.
