How to update Skill Level (Rating Model) for an employee in Dynamic Skills

Summary:

We have enabled Skill level and assigned the rating model to the skill level. So when employees add a dynamic skill to their profile, then can select the rating.

But once rating is selected, we don't see the option for employee and manager to update the rating. How would rating rating level (Skill Level) gets updated? How employee or line manager can update the rating? Is there any way, Skill Level is linked to endorsement or it's independent field?
