restrict PO receipt when project is in closed status

Summary:

we are able to create PO receipt although project is in closed status or in pending close status. so costs will be hitting project when it is in closed status. is there a way to restrict PO receipt creation when project status is in CLOSED OR PENDING CLOSE Status.
