Need a user for data cookbook to pull the metadata from HCM

Summary: We are using data cookbook (https://www.datacookbook.com) as data governance tool. Data cookbook allows us to import the metadata (i.e. application tables column definitions etc.) from source. Data cookbook uses CDATA connectors for Oracle HCM cloud (https://www.cdata.com/drivers/oraclehcm/) to achieve this task. We are asked to create a user within HCM which could be used to pull the metadata. We need guidance related to how this user could be created and what permission we should grant to this user which would allow it to pull the metadata out of HCM
