Workforce Approvals Issue

Summary:

Even after planner has promoted it's planning unit to the reviewer, and the cells on the form are greyed out; USER is still able to right click and Add new requisitions, change employee status etc. So the approval process is not working as expected becasue user is still able to make updates to plan indirectly by launching business rules form Action Menus. How to fix this? Am I missing any thing?
